सीएम त्रिवेंद्र सिंह रावत ने किया पलायन आयोग की रिपोर्ट का विमोचन
मुख्यमंत्री श्री त्रिवेन्द्र सिंह रावत ने कोविड-19 के कारण उत्तराखण्ड लौटे प्रवासियों के संबंध में ग्राम्य विकास एवं पलायन आयोग द्वारा तैयार की गई रिपेार्ट का विमोचन किया। मुख्यमंत्री ने कहा कि मुख्यमंत्री स्वरोजगार योजना से लाभ उठाने के लिए अधिक से अधिक लोगों को पे्ररित किया जाए। इसमें विभिन्न विभागों में संचालित योजनाओं को आच्छादित किया गया है। इसके समन्वय के लिए राज्य स्तर पर एक प्रकोष्ठ की स्थापना की जाएगी। आयोग के उपाध्यक्ष डा.एसएस नेगी ने बताया कि 21 जून तक वापस आए प्रवासियों में से 215875 का सर्वेक्षण किया गया। इनमें सबसे अधिक प्रवासी पौड़ी व अल्मोड़ा लौटे हैं। वैसे राज्य के सभी विकाखण्डों में प्रवासी लौटे हैं। इनमें अन्य राज्यों से 80.66 प्रतिशत, विदेशों से 0.29 प्रतिशत, राज्य के भीतर ही एक जनपद से दूसरे जनपद में 18.11 प्रतिशत और एक जनपद के भीतर ही 1 प्रतिशत हैं।
उत्तराखण्ड लौटे प्रवासियों की स्किल मैपिंग की गई है। इनमें सबसे अधिक 58 प्रतिशत लोग प्राईवेट नौकरी और आतिथ्य क्षेत्र में कार्यरत थे। इसके अतिरिक्त तकनीकी, बीपीओ, स्वरोजगार से जुड़े लोग हैं। छात्र व मजदूर भी आए हैं।
रिपोर्ट में प्रवासियों के रोजगार के लिए मुख्यमंत्री स्वरोजगार योजना को सबसे महत्वपूर्ण बताया गया है। इसमें तमाम विभागों की योजनाओं को शामिल किया गया है। इसलिए राज्य स्तर पर इनमें समन्वय के लिए एक प्रकोष्ठ स्थापित किया जाना चाहिए। उद्यान, कृषि, माइक्रो फूड प्रोसेसिंग, पशुपालन, दुग्ध व्यवसाय, पोल्ट्री, जैविक कृषि आदि पर विशेष महत्व दिया जाए। रिपेार्ट में कहा गया है कि वापिस लौटे अधिकांश लोग आतिथ्य व सेवा क्षेत्र में अनुभव रखते हैं। इसका लाभ होम स्टे, इको टूरिज्म, साहसिक खेल आदि गतिविधियों में मिल सकता है।
