प्रदेश में हाथियों की संख्या दस फीसदी बढ़ी– हरक सिंह रावत
देहरादून : वन एवं पर्यावरण मंत्री हरक सिंह रावत ने बैठक के बाद सचिवालय में पत्रकारों को बताया कि उत्तराखंड में पिछले तीन सालों में हाथियों की संख्या में दस फीसदी वृद्धि हुई है। उत्तराखंड में कॉर्बेट नेशनल पार्क और राजाजी टाइगर रिजर्व के हाथियों की संख्या में यह वृद्धि रिकॉर्ड की गई है। कैबिनेट मंत्री हरक सिंह रावत ने बताया कि प्रदेश में छह से आठ जून तक हाथियों की गणना की गई थी। इसमें सामने आया कि प्रदेश में हाथियों की संख्या 2026 पहुंच गई है। जहां प्रदेश में वर्ष 2012 में हाथियों की संख्या केवल 1559 थी, यह संख्या बढ़ कर वर्ष 2017 में 1839 पहुंच गई थी जबक बीते तीन साल में लगभग 10 प्रति की वृद्धिके साथ हाथियों की संख्या 2026 हो हई है। त्रिवेंद्र सिंह रावत ने बताया कि प्रदेश में जलीय जीवों की संख्या में भी बढोतरी हुई है। 22 से 24 फरवरी 2020 तक जलीय जीवों की गणना की गई थी। पाया गया कि प्रदेश में 451 मगरमच्छ, 77 घड़ियाल और 194 ऊदबिलाव हैं। बताया गया कि वर्ष 2020 से 2022 तक राज्य में स्नो-लैपर्ड की जनसंख्या का आंकलन भी किया जाएगा। स्नो लैपर्ड प्रदेश के लगभग 23 फीसदी क्षेत्र में पाए जाते हैं।
उन्होंने बताया कि कार्बेट टाइगर रिजर्व और राजाजी टाईगर रिजर्व में बाघों और जंगली हाथियों की धारण क्षमता का अध्ययन भारतीय वन्यजीव संस्थान की ओर एक प्रस्ताव स्टेट वाइल्डलाइफ बोर्ड को प्राप्त हो गया है जिसे सहमति भी दे दी गई है। इसी प्रकार कॉरबेट तथा राजाजी में एक बार फिर से गैण्डे को बसाने की परियोजना है इसके लिए साइट सूटेबिलिटी रिपोर्ट भी मिल गई है। कार्बेट टाईगर रिजर्व व राजाजी टाईगर रिजर्व में बाघों और जंगली हाथियों की धारण क्षमता का अध्ययन भारतीय वन्यजीव संस्थान से प्रदान करने के लिए राज्य वाइल्डलाइफ बोर्ड की बैठक में प्रस्ताव प्राप्त हो गया है। राजाजी राष्ट्रीय उद्यान की सीमा के रैशनलाईजेशन के लिए संबंधित जिलाधिकारियों, वालीय वनाधिकारियों और भारतीय वन्यजीव संस्थान के प्रतिनिधियों की एक समिति का गठन कर लिया गया है। वन मंत्री हरक सिंह रावत ने बताया कि बाघ के बाद अब हाथियों के संरक्षण में भी प्रदेश ने पिछले तीन वर्षों में अच्छा काम किया है। इस वर्ष हुई गणना में प्रदेश में कुल 2026 हाथी पाए गए। जबकि 2017 में ये संख्या 1839 थी। यानी तीन साल में 187 हाथी बढ़ गए हैं।जो कि 2017 की गणना से 187 अधिक है। वन मंत्री के अनुसार अभी यूपी के साथ मिलकर भी हाथियों की गणना की जानी है। जिसमें संख्या में और भी वृद्धि हो सकती है। उन्होंने बताया कि इस बार भी 1224 हाथियों की संख्या के साथ कॉर्बेट पहले नंबर पर रहा। जबकि राजाजी में 311 और लैंसडाउन वन में 150 हाथी पाए गए।
इस बार पौड़ी और कुमाऊं के कुछ क्षेत्रों में एक हजार मीटर से ऊपर भी हाथी की उपस्थिति के संकेद मिले। उनकी उपस्थिति को लेकर अध्ययन चल रहा है। ताकि ये पता चल सके कि क्या हाथी इतनी ऊंचाई पर स्थायी रूप से गए हैं या सिर्फ अस्थायी रूप से वे पहुंच गए हैं। इससे पहले मुख्यमंत्री ने स्टेट वाइल्डलाइफ बोर्ड की बैठक की अध्यक्षता की। बैठक में त्रिवेन्द्र सिंह रावत ने कहा कि बैठकों में लिए गए निर्णयों की अनुपालना समयबद्धता के साथ सुनिश्चित की जानी चाहिए। कार्यवाही केवल पत्राचार तक ही सीमित न रहे बल्कि इसका आउटपुट दिखना चाहिए। मुख्यमंत्री, सचिवालय में उत्तराखण्ड राज्य वन्य जीव सलाहकार बोर्ड की 15 वीं बैठक की अध्यक्षता कर रहे थे। उन्होंने कहा कि किसी भी बैठक का कार्यवृत्त उसी दिन बन जाना चाहिए। मुख्यमंत्री ने कहा कि एनएच 72-ए उत्तराखण्ड के लिए बहुत अधिक महत्व का है। इसे सर्वोच्च प्राथमिकता देते हुए, स्वीकृतियों के लिए आवश्यक औपचारिकताओं में किसी प्रकार की देरी न हो। कार्बेट रिजर्व व राजाजी टाईगर रिजर्व में गैण्डे के रिइन्ट्रोडक्शन का काम टाईमबाउंड तरीके से हो। राजाजी टाईगर रिजर्व के अंतर्गत चौरासी कुटिया का विकास इंटीग्रेटेड एप्रोच के आधार पर किया जाए। इसकी कार्ययोजना में वन्यजीवन, आध्यात्मिकता, संस्कृति सहित सभी पहलुओं का समावेश किया जाए। गंगोत्री राष्ट्रीय उद्यान में स्थित गरतांग गली ट्रेल के मार्ग का पुनरूद्धार, इसकी मौलिकता को परिरक्षित रखते हुए किया जाए। आरक्षित वन क्षेत्रों में टोंगिया ग्रामों को राजस्व ग्रामों का दर्जा देने और संरक्षित क्षेत्रों से ग्रामों के विस्थापन के बाद वन भूमि पर बसाये गए नए स्थलों के नवीनीकरण और डिनोटिफिकेशन का काम शीघ्र किया जाए।
बैठक में गंगोत्री राष्ट्रीय पार्क के अंतर्गत राष्ट्रीय सुरक्षा की दृष्टि से महत्वपूर्ण विभिन्न मार्गों के निर्माण के लिए प्रस्तावों को अनुमति के लिए राष्ट्रीय वन्य जीव बोर्ड को भेजे जाने पर सहमति दी गई। इसी प्रकार सौंग बांध परियोजना के निर्माण से संबंधित वन भूमि हस्तांतरण और जौलीग्रान्ट हवाई अड्डे के विस्तारीकरण के लिए वन भूमि हस्तांतरण के लिए अनुमति का प्रस्ताव भी राष्ट्रीय वन्य जीव बोर्ड को भेजा जाएगा।
बैठक में वन मंत्री डा. हरक सिंह रावत, विधायक धन सिंह नेगी, दीवान सिंह बिष्ट, सुरेश राठौर, मुख्य सचिव उत्पल कुमार सिंह, अपर मुख्य सचिव ओमप्रकाश, प्रमुख सचिव आनंदबर्द्धन, प्रमुख मुख्य वन संरक्षक जयराज, सचिव दिलीप जावलकर, श्रीमती सौजन्या, डीजीपी लॉ एंड आर्डर अशोक कुमार सहित बोर्ड के अन्य सदस्य उपस्थित थे
