त्रिवेंद्र सरकार ने कुंभ और कांवड़ को लेकर बैठक में लिया है बड़ा फैसला, सब राज्यों के मुख्यमंत्रियों को गंगा जल देगी उत्तराखंड सरकार
कैबिनेट मंत्री और शासकीय प्रवक्ता मदन कौशिक सचिवालय में मीडिया से रूबरू हुए। जहां उन्होंने कांवड यात्रा, कुंभ और कोविड को लेकर सरकार द्वारा की जा रही तैयारियों का खाका मीडिया के सामने रखा। इसके साथ ही मीडिया की ओर से पूछे गये तमाम सवालों के जवाब भी दिये। शासकीय प्रवक्ता ने बताया कि इस साल कोविड-19 के चलते इस कांवड़ यात्रा नहीं होगी। उत्तराखंड, उत्तर प्रदेश और हरियाणा सरकार ने यात्रा को स्थगित करने का यह फैसला सामूहिक तौर पर लिया है। इसे ध्यान में रखते हुए उत्तराखंड सरकार ने सभी राज्यों के मुख्यमंत्रियों से बात करने के बाद महत्वपूर्ण फैसला लिया है। शासकीय प्रवक्ता मदन कौशिक ने बताया कि राज्य सरकार अन्य राज्यों के मुख्यमंत्रियों को गंगा जल भेंट करेगी। जिसके बाद इन राज्यों की सरकारें भगवान शिव के जलाभिषेक के लिए हरिद्वार से गंगा जल ले जाने सकेंगी। केवल हरिद्वार तक ही अनुमति होगी।
मदन कौशिक ने कुंभ 2021 के बारे में बताते हुए कहा कि पहले शाही स्नान से पहले स्थाई निर्माण कार्य पूरे कर दिए जांएगे। इसके लिए बजट की कोई कमी नहीं है।
1.राज्य सरकार आगामी कुंभ मेले के सफल आयोजन हेतु प्रयासरत है। कुंभ का आयोजन निर्धारित समय अवधि में संपन्न हो इसके लिए सभी अखाड़ों की भी सहमति है।
2.कुंभ की व्यवस्थाओं के अंतर्गत किए जा रहे स्थाई प्रकृति के कार्यों को निर्धारित अवधि में पूर्ण करने के प्रयास किए जा रहे हैं। हरिद्वार को जोड़ने वाले प्रमुख मार्गों, पुलों आदि के निर्माण, पुनर्निर्माण के कार्य प्रगति पर है।
3.राज्य सरकार सभी 13 अखाड़ों को उनके स्तर पर श्रद्धालुओं के लिए की जाने वाली आवश्यक अवस्थापना सुविधाओं के विकास हेतु कुंभ मेला प्रयाग की भांति यथासंभव आर्थिक सहयोग दिए जाने पर विचार कर रही है। इससे अखाड़ों को जन सुविधाओं व मूलभूत सुविधाओं के विकास में सुविधा होगी।
कार्यदायी संस्था का भी निर्धारण शीघ्र किया जायेगा
4.जिन अखाड़ों के पास अपनी भूमि उपलब्ध होगी, उन्हीं को अवस्थापना सुविधाओं के विकास हेतु धनराशि उपलब्ध करायी जायेगी। अखाड़ों के अधीन होने वाले कार्यों के लिये कार्यदायी संस्था का भी निर्धारण शीघ्र किया जायेगा।
5.श्रावण माह में हरिद्वार में आयोजित होने वाले कांवड़ मेले को कोविड-19 के दृष्टिगत स्थगित किया जा रहा है, इस संबंध में यूपी, हरियाणा, पंजाब, राजस्थान व हिमाचल के मुख्यमंत्रियों से मुख्यमंत्री त्रिवेंद्र सिंह रावत की वार्ता हुई है। सभी ने वर्तमान संकट को ध्यान में रखते हुए इसके लिये सहमति जतायी है।
6.कांवड़ के दृष्टिगत पड़ोसी राज्यों व केन्द्र शासित प्रदेशों के मुख्यमंत्रियों, उप राज्यपालों एवं मंत्रिगणों के माध्यम से उनके प्रदेशों को गंगाजल उपलब्ध कराने का अभिनव प्रयास राज्य सरकार द्वारा किया जायेगा।
7.गंगाजल के लिये हरिद्वार आने वाले श्रद्धालुओं को उनके समीप के प्रमुख मंदिरों में गंगा जल की उपलब्धता सुनिश्चित हो सकेगी। प्रदेश सरकार द्वारा पीतल के बड़े कलशों में हर की पैड़ी से गंगा जल भरकर संबंधित प्रदेशों को उपलब्ध कराया जायेगा।
8.कुंभ मेले के स्थायी प्रकृति के कार्यों की व्यापक समीक्षा के लिये मुख्यमंत्री द्वारा नगर विकास मंत्री, सचिव शहरी विकास एवं मेलाधिकारी की समिति गठित की है। समिति द्वारा कार्यों की नियमित समीक्षा की जायेगी। कुंभ के अंतर्गत किये जाने वाले अस्थायी निर्माण कार्यों के सम्बन्ध में भी शीघ्र निर्णय लिया जायेगा।
9.गत वर्ष की भांति इस वर्ष भी छड़ी यात्रा का संचालन किया जायेगा। इसमें सीमित लोगों द्वारा प्रतिभाग किया जायेगा। यह यात्रा उत्तराखण्ड की सांस्कृतिक एकता की प्रतीक है। परम्परानुसार जूना अखाड़े से पवित्र छड़ी यमुनोत्री, गंगोत्री होते हुए केदारनाथ और बदरीनाथ जाती है। बदरीनाथ से यह छड़ी कुमाऊं मंडल के विभिन्न तीर्थ स्थलों से होते हुए वापस जूना अखाड़ा हरिद्वार पहुंचेगी और माया देवी मंदिर में प्रतिष्ठित की जाती है।
10. हरिद्वार में चूंकि प्रति माह कोई न कोई आयोजन होता रहता है अतः अवस्थापना सुविधाओं के विकास से इसमें सुविधा होगी। हरिद्वार में आयोजित होने वाले विभिन्न धार्मिक कार्यक्रमों व आयोजनों में भले ही सीमित संख्या में श्रद्धालू आयें लेकिन आते जरूर हैं
