त्रिवेंद्र सरकार की कैबिनेट में आज 16 प्रस्तावों में से 13 पर लगी मुहर
आज मुख्यमंत्री त्रिवेंद्र सिंह रावत की अध्यक्षता में प्रदेश मंत्रिमंडल की बैठक हुई। जिसमें कई महत्वपूर्ण फैसले लिए गए। उत्तराखंड सरकार के शासकीय प्रवक्त मदन कौशिक ने जानकारी दी।
1.कोविड सैंपलिंग, टैस्टिंग की प्रक्रिया को गति दी जायेगी। प्राइवेट लैब को टैंडर प्रक्रिया से लेने के लिए 04 दिन का अवधि निर्धारित किया गया।
2.किसी भी कार्मिक के किसी भी रूप में भत्ते में कटौती नहीं की जायेगी, मुख्य सचिव से लेकर नीचे के सभी कार्मिकों का प्रत्येक माह में, एक दिन का वेतन वर्तमान वित्त वर्ष में मुख्यमंत्री राहत कोष में जमा किया जायेगा। पेंशनरों से किसी भी प्रकार की कटौती नहीं की जायेगी।
दायित्वधारियों का प्रत्येक माह में 05 दिन का वेतन मुख्यमंत्री राहत कोष में जमा किया जायेगा, वर्तमान वित्त वर्ष तक।
3.मुख्यमंत्री एकीकृत बागवानी विकास योजना में राहत प्रदान की गयी है। बागवानी मिशन में सब्जी, बीज, पुष्प पर दिया जाने वाला 50 प्रतिशत का अनुदान शेष सभी कृषकों को दिया जायेगा। बागवानी मिशन से अलग फल, बीज, आलू, अदरक 50 प्रतिशत राज्य सहायता अनुदान के रूप में दिया जायेगा तथा कोल्ड स्टोर और ए.सी. वैन पर भी अनुदान दिया जायेगा। 15 लाख रूपये लागत के कोल्ड स्टोरेज पर 50 प्रतिशत अनुदान तथा 26 लाख रूपये ए.सी वैन की लागत पर 50 प्रतिशत अनुदान दिया जायेगा।
4.श्रम विभाग के श्रम अधिनियम के अंतर्गत दुकान, प्रतिष्ठान के नियोजकों को संदिग्ध कोविड कर्मचारियों को 28 दिन के क्वॉरंटीन अवधि का वेतन भुगतान करना होगा। सभी दुकानों, कारखानों जहाँ 10 से अधिक कर्मचारी हैं, कोविड को रोकथाम हेतू सैनिटाइजर की व्यवस्था की जायेगी।
5.उत्तराखण्ड उपखनिज 2016 चुगान नीति में परिवर्तन करते हुए निगम के पट्टे की अवधि 01 वर्ष से बढ़ाकर 05 वर्ष कर दी गयी। यदि अन्य क्षेत्र में टेंडर के बाद कोई फर्म नहीं मिलता है तो इसका संचालन निगम करेगा।
6.कोविड स्वास्थ्य विभाग के अंतर्गत उपकरण क्रय का अधिकार 03 माह से बढ़ाकर 28 फरवरी तक कर दिया गया है। अग्रिम धनराशि को 40 प्रतिशत से बढ़ाकर 50 प्रतिशत किया गया। निदेशक के 03 करोड़ के अधिकार को अब प्राचार्य भी उपयोग कर सकेंगे।
7.श्रम सुधार अधिनियम में यूनियन बनाने के लिए कर्मचारियों के 10 प्रतिशत से बढ़ाकर 30 प्रतिशत की संख्या कर दी गयी।
8.रजिस्ट्रेशन एक्ट के तहत रजिस्ट्री की डिजिटल नकल 02 रूपये प्रति पृष्ठ और न्यूनतम 100 रूपये की गयी।
9. आउटसोर्सिंग के माध्यम से स्वास्थ्य विभाग में भर्ती के लिये 03 माह की निर्धारित अवधि बढ़ाकर 20 फरवरी 2021 किया गया।
10.मेगा इंडस्ट्री एवं इंवेस्टमेंट पालिसी में संसोधन करते हुए वैधता अवधि 31 मार्च 2020 से 30 जून 2020 किया गया।
11.उत्तरकाशी में 1000 मि.टन क्षमता को बनाने के लिए मंडी परिषद को 10 करोड़ से बढ़ाकर 13 करोड़ 46 लाख में बनाने का अधिकार दिया गया।
12.जिला योजना समिति के चुनाव के संबंध में अध्यादेश लाते हुए जिलाधिकारी प्रभारी मंत्री की स्वीकृति से कार्य करा सकते है।
13.पंचायती राज अध्यादेश लाते हुए जहाँ पर जिला पंचायत अध्यक्ष, ब्लाक प्रमुख ग्राम प्रधान का चुनाव नहीं हो पाया है एवं अन्य पदों का चुनाव हो गया है वहां जिलाधिकारी के माध्यम से शेष पदों पर मनोनीत किया जा सकता है।
