क्वारंटाइन सेंटर में युवक की आत्महत्या के मामले पर मुख्यमंत्री ने दिए ये निर्देश

*लोगों में व्यवहारात्मक परिवर्तन लाते हुए फिजीकल डिस्टेंसिंग, मास्क, स्वच्छता को आदत में लाना है।*
*मुख्यमंत्री श्री त्रिवेन्द्र सिंह रावत ने सचिवालय में वीडियो कांफ्रेंसिग द्वारा जिलाधिकारियों के साथ प्रदेश में कोविड-19 की स्थिति की समीक्षा की।*
मुख्यमंत्री ने कहा कि आशा व आंगनबाङी कार्यकत्रियों की सहायता से सर्विलांस को बढाएं। यह सर्विलांस नियमित रूप से होना है। वर्तमान परिस्थितियों के अनुरूप लोगों में व्यवहारात्मक परिवर्तन लाने होंगे। देहरादून के क्वारेंटाईन सेंटर में युवक के आत्महत्या पर संबंधित नोडल अधिकारी व डाक्टर को निलंबित किया जाए। कोविड-19 से संबंधित हर मृत्यु की ऑडिट कराई जाए। शनिवार को मुख्यमंत्री श्री त्रिवेन्द्र सिंह रावत ने सचिवालय में वीडियो कांफ्रेंसिग द्वारा जिलाधिकारियों के साथ प्रदेश में कोविड-19 की स्थिति की समीक्षा की।
*कोविड-19 से संबंधित लक्षण पर अनिवार्य तौर पर सेम्पलिंग*
मुख्यमंत्री ने कहा कि आशा व आंगनबाङी कार्यकत्रियों की सहायता से सर्विलांस को बढाएं।
सर्विलांस में जिन लोगों में कोविड-19 से संबंधित लक्षण दिखाई दें, उनकी हेल्थ टीम के माध्यम से अनिवार्य रूप से सेम्पलिंग कराई जाए। फ्रंटलाईन वर्कर्स को आवश्यकताअनुसार थर्मल स्कैनर, फेस शील्ड, पीपीई किट, मास्क आदि जरूर उपलब्ध कराए जाएं। इससे उनका कार्य के प्रति उत्साह बढ़ता है। ओपीडी में ड्यूटी करने वाले चिकित्सकों को भी फेस शील्ड उपलब्ध हों।
*लोगों में व्यवहारात्मक परिवर्तन लाने होंगे*
मुख्यमंत्री ने कहा कि वर्तमान परिस्थितियों के अनुरूप लोगों में व्यवहारात्मक परिवर्तन लाने होंगे। इसके लिए आईईसी कार्यक्रम संचालित करें। फिजीकल डिस्टेंसिंग, मास्क का अनिवार्यता से उपयोग, नियमित रूप से हाथ धोना आदि बातों को आदत में लाना होगा। बाजारों में एक जगह पर भीड़ को सख्ती से नियंत्रित किया जाए।
*कोविड-19 से संबंधित हर डेथ का आडिट*
मुख्यमंत्री ने देहरादून के क्वारेंटाईन सेंटर में युवक के आत्महत्या पर संबंधित नोडल अधिकारी व डाक्टर को निलंबित करते हुए जांच के निर्देश दिये। देहरादून में एक गर्भवती महिला की इलाज न मिलने पर मृत्यु की भी शीघ्र जांच की जाए। मुख्यमंत्री ने कहा कि बुजुर्गों, गर्भवती महिलाओं, छोटे बच्चों, गम्भीर बीमारियों से ग्रस्त लोगों पर विशेष ध्यान दिया जाए। कन्टेनमेंट जोन में पूरी सख्ती रखी जाए। कान्टेक्ट ट्रेसिंग बहुत महत्वपूर्ण है। कोविड-19 से संबंधित हर डेथ का आडिट किया जाए। हर मृत्यु के कारण का विश्लेषण किया जाए। कोविड केयर सेंटर में सारी आधारभूत सुविधाएं सुनिश्चित की जाएं। क्वारेंटाईन सेंटर में भी सुविधाएं उपलब्ध हों। यह सुनिश्चित किया जाए कि होम आइसोलेशन में सारे प्रोटोकोल का पालन हो। डिस्चार्ज कर होम आइसोलेशन में भेजे जाने वालों की काउंसिल की जाए।
*कोविड-19 से संक्रमित व्यक्ति की मृत्यु पर अंतिम संस्कार सम्मानजनक तरीके से हो*
मुख्यमंत्री ने कहा कि कोरोना संक्रमित व्यक्ति की मृत्यु पर उसके अंतिम संस्कार में विवाद न हो। लोगों को इस संबंध में जारी दिशानिर्देशों की जानकारी दी जाए। मृत्यु के बाद भी व्यक्ति का सम्मान बरकरार रहना चाहिए। मुख्यमंत्री ने हल्द्वानी व हरिद्वार में विद्युत शव-दाह गृह का कार्य शुरू करने के निर्देश देते हुए देहरादून में भी शव-दाह गृह की घोषणा की।
*जिला स्तर पर अधिकार*
मुख्यमंत्री ने कहा कि धन की कोई समस्या नहीं है। आवश्यकता अनुसार कार्मिकों की नियुक्ति के लिए जिलाधिकारियों को अधिकार दिए गए हैं। इसी प्रकार आवश्यक चिकित्सा संबंधित उपकरणों के क्रय के लिए भी अधिकार दिए गए हैं।
*होम क्वारेंटाईन में प्रोटोकॉल का पालन*
मुख्य सचिव श्री उत्पल कुमार सिंह ने कहा कि हर केस को पूरी गम्भीरता से लिया जाना है। होम क्वारेंटाईन के लिए डिस्चार्ज करने से पूर्व पूरी तरह आश्वस्त हो जाएं कि घर में मानकों के अनुरूप सारी व्यवस्थाएं उपलब्ध हों। सर्विलांस को बढाया जाना है।
*पेशेंट केयर मेनेजमेन्ट से मृत्यु दर पर नियंत्रण*
सचिव श्री अमित नेगी ने कहा कि अगले 15-20 दिन हमारे लिए बहुत महत्वपूर्ण हैं। हमारी रिकवरी रेट और डबलिंग रेट में सुधार हो रहा है। एक्टिव केस लगभग स्थिरता की ओर जा रहे हैं। पेशेंट केयर मेनेजमेन्ट पर अधिक ध्यान दिया जाए। कोविड-19 के अलावा सामान्य चिकित्सा भी प्रभावित नहीं हो। लोगों को सामान्य इलाज मिलता रहे।
*प्रदेश में आने वालों का ऑनलाइन पंजीकरण जरूरी*
सचिव श्री शैलेश बगोली ने कहा कि बाहर से प्रदेश में आने वालों के लिए ऑनलाइन पंजीकरण कराना अनिवार्य है। इससे भविष्य में उन्हें ट्रेक करने में आसानी होगी।
