पोकलैंड मशीन को लेकर एसडीएम ने एसएसआई को जारी किया नोटिस
कोटद्वार : स्थानीय प्रशासन द्वारा साल 2019-20 में नदियों में रिवर ट्रेनिंग नीति के तहत चैनेलाइज का कार्य किया गया था। प्रशासन द्वारा बिना अनुमति के खोह नदी के गूलर पुल के समीप चैनेलाइज का कार्य कर रहे एक पोकलैंड मशीन पर कार्रवाई करते हुए सीज कर दिया था। जिसके बाद सीज की गयी पोकलैंड मशीन को प्रशासन ने पुलिस के हवाले कर दिया था। हालांकि, उपजिलाधिकारी तीन अगस्त 2019 को मोहित कुमार पुत्र सतपाल सिंह निवासी उत्तर प्रदेश के नाम ₹2,15,120 का अर्थदंड भी लगाया था। लेकिन अभी तक पोकलैंड मशीन के स्वामी के द्वारा अर्थदंड जिला खनिज फाउंडेशन न्यास पौड़ी के खाते में जमा नहीं कराया गया है। मामले में उपजिलाधिकारी ने कोतवाली में तैनात एसएसआई को नोटिस भेजकर मशीन की वर्तमान स्थित की जानकारी मांगी है। उप जिलाधिकारी ने अपने पत्र में बताया है कि दो अगस्त को 2019 को पोकलैंड मशीन पुलिस की सुपुर्दगी में की गई थी। 19 नवम्बर को पोकलैंड मशीन के वर्तमान स्थिति से अवगत कराए जाने हेतु पुलिस को पत्र लिखा गया, लेकिन पुलिस ने मशीन के संबंध में कोई जानकारी नहीं दी। वहीं, अब एसडीएम ने कोटद्वार कोतवाली में तैनात एसएसआई को नोटिस भेजकर मशीन की वर्तमान स्थित की जानकारी मांगी है। उप जिलाधिकारी योगेश मेहरा ने बताया है कि मामला साल 2019 का है. जब नदी क्षेत्र में कार्य करते हुए एक पोकलैंड मशीन को सीज किया गया था। कार्रवाई के बाद मशीन को पुलिस की सौंप दिया गया था। उसी दौरान मशीन स्वामी के ऊपर प्रशासन द्वारा जुर्माना लगाया गया था। जुर्माना न देने के क्रम में स्वामी पर आरसी भी काटी गयी थी। इसमें एक लाख की वसूली अभी तक हो चुकी थी, मामले में अगामी 15 दिनों बाकी धनराशि की वसूली के आदेश जारी कर दिए गए है। उन्होंने बताया कि मशीन स्वामी द्वारा बची हुई जुर्माने की राशि को जमा नहीं किया गया तो पट्टा स्वामी से जुर्माने की रकम को वसूला जाएगा। मशीन से खो जाने के संबंध में उपजिधिकारी ने बताया कि मामले में पुलिस उच्चधिकारियों से जवाब मांगा गया है। जिसके बाद ही आगे की कार्रवाई की जाएगी।
