हल्द्वानी : हर पल हादसे की आशंका और मौत का खौफ. पता नहीं कब कौन सी इमारत गिरकर जिंदगी को दफन कर दे। लेकिन न तो जिम्मेदारों को परवाह और न ही इमारत के रखवालों को. जिले में जर्जर होते भवनों को लेकर प्रशासन बेखबर है।हर के बीचों-बीच घनी आबादी में एक दर्जन से अधिक जर्जर भवन खंडहर में तब्दील हो चुके हैं। बरसात के सीजन में कभी भी धराशाई हो सकते हैं। नगर निगम और जिला प्रशासन इन भवनों के स्वामियों को मात्र नोटिस देकर अपना पल्ला झाड़ रहा है। ऐसे में जर्जर हो चुके भवनों के बीच लोग रहने को मजबूर हैं। बरसात के चलते जर्जर भवन कभी भी गिर सकते हैं। ऐसे में सवाल खड़ा हो रहा है कि क्या नगर निगम और जिला प्रशासन किसी बड़े हादसे का इंतजार कर रहे हैं ।बरसात शुरू हो चुकी है और ऐसे में कभी भी बड़ा हादसा हो सकता है। नगर निगम के मेयर जोगिंदर पाल सिंह रौतेला का कहना है, कि इन भवन स्वामियों को बार-बार नोटिस दिया जा चुका है. एक बार फिर इन को नोटिस जारी करने जा रहे हैं. उन्होंने बताया कि जर्जर हो चुके कई भवन विवादित भी हैं।जबकि कई के मामले न्यायालय में विचाराधीन हैं। इसके बावजूद नगर निगम अपने स्तर से इन भवनों से लोगों को हटाने का प्रयास कर रहा है। जिलाधिकारी सविन बंसल का कहना है कि जर्जर हो चुके भवनों को जिला प्रशासन द्वारा नोटिस देकर खाली कराने का काम किया जाएगा। इसके अलावा अगर किसी व्यक्ति के पास रहने की व्यवस्था नहीं है तो आपदा प्रबंधन के तहत उसको प्रतिमाह ₹4,000 किराया दिया जाएगा। जो भी भवन स्वामी गिरासू भवन को खाली करना चाहता है वह किराए पर कहीं अन्य जगह पर रह सकता है। उसको सरकार आपदा प्रबंधन के तहत ₹4,000 महीने किराया देगीं।
