अनिल बलूनी का जन्म 2 सिंतबर 1972 उत्तराखंड के नकोट गांव (जिला पौड़ी) पट्टी- कंडवालस्यूं में हुआ है। बलूनी युवावस्था से राजनीति में सक्रिय रहे. भाजयुमो के प्रदेश महामंत्री, निशंक सरकार में वन्यजीव बोर्ड में उपाध्यक्ष, भाजपा के राष्ट्रीय प्रवक्ता और फिर राष्ट्रीय मीडिया प्रमुख बने। 26 साल की उम्र में सक्रिय चुनावी राजनीतिक में उतर आए और राज्य के पहले विधानसभा चुनाव 2002 में कोटद्वार सीट से पर्चा भरा था। लेकिन उनका नामांकन पत्र निरस्त हो गया। इसके खिलाफ वे कोर्ट गए और सुप्रीम कोर्ट के आदेश पर 2004 में कोटद्वार से उपचुनाव लड़ा, लेकिन हार गए थे। इसके बाद भी सक्रिय रहे।
पत्रकारिता की पढ़ाई के दौरान वह छात्र राजनीति में सक्रिय थे और दिल्ली में संघ परिवार के दफ्तरों के आसपास घूमते-रहते थे। संघ के जाने-माने नेता सुंदर सिंह भंडारी से उनकी नजदीकियां बढ़ीं। जब सुंदर सिंह भंडारी को बिहार का राज्यपाल बनाया गया तो वह बलूनी को अपना ओएसडी (ऑफिसर ऑन स्पेशल ड्यूटी) बनाकर अपने साथ पटना ले गए। इसी के बाद सुंदर सिंह भंडारी को जब गुजरात के राज्यपाल बन कर आए तो बलूनी उनके ओएसडी थे और उस समय गुजरात के मुख्यमंत्री नरेंद्र मोदी थे।
अनिल बलूनी ने नरेंद्र मोदी के साथ मेलजोल बढ़ाना शुरू कर दिया और अगले कुछ सालों के भीतर वह मोदी के पसंदीदा लोगों में शामिल हो चुके थे। शाह के 2014 में अध्यक्ष बनने के बाद अनिल बलूनी को पार्टी प्रवक्ता और मीडिया प्रकोष्ठ का प्रमुख बनाया गया। एक तरह से वो अमित शाह के भी सबसे भरोसेमंद लोगों में शामिल हो गए हैं।
