कोरोना वैश्विक महामारी में उत्तराखंड के पर्यटन उद्योग की टूटी कमर
सचिव पर्यटन एवं संस्कृति श्री दिलीप जावलकर ने बताया कि कोविड-19 के दृष्टिगत प्रदेश में पर्यटन उद्योग पर गम्भीर प्रभाव पड़ा है। इसके तहत पर्यटन उद्योग से प्रत्यक्ष अथवा अप्रत्यक्ष रूप से जुड़े व्यक्तियों/इकाईयों/संस्थानों को मुख्यमंत्री श्री त्रिवेन्द्र सिंह रावत के निर्देशों के तहत राहत प्रदान की गई है। इससे लगभग 2.43 लाख लोग लाभान्वित होंगे।
पर्यटन विभाग एवं अन्य विभागों में पंजीकृत पर्यटन व अन्य इकाईयों, जो पर्यटन अथवा राज्य सरकार के किसी अन्य विभाग से अपने व्यवसाय के संचालन हेतु सेवायें यथा- विद्युत कनेक्शन, पेयजल कनेक्शन प्राप्त करते हैं, अथवा व्यवसाय के संचालन हेतु राजकीय संस्था यथा FSSAL, उत्तराखण्ड प्रदूषण नियंत्रण बोर्ड आदि के अन्तर्गत पंजीकृत कर्मियों एवं पर्यटन उद्योग में पंजीकृत फोटोग्राफरों, जिनकी जिलाधिकारियों के माध्यम से कराये गये त्वरित सर्वेक्षण के आधार पर प्रदेश में कुल संख्या लगभग 2.43 लाख है उन्हें प्रति कार्मिक रू 1,000/- की दर से वन टाईम आर्थिक सहायता डीबीटी के माध्यम से वितरित किये जाने का निर्णय लिया गया है। इसका व्यय मुख्यमंत्री राहत कोष से वहन किया जायेगा। इसमें जहां पर्यटन विशेष क्षेत्र/गतिविधि समितियों (टिहरी विशेष क्षेत्र पर्यटन विकास प्राधिकरण/गंगा नदी राफ्टिंग प्रंबन्धन समिति) के पास अपने संसाधन है तथा जिन रिवर गाइड व अन्य कार्मिकों को लाभान्वित किया जा चुका है। उन्हें उक्त श्रेणी में धनराशि प्राप्त नही होगी किन्तु विभाग द्वारा दी गयी राशि रूपये 1,000/- से अन्यून होगी। सचिव पर्यटन ने बताया कि वीर चन्द सिंह गढ़वाली पर्यटन स्वरोजगार योजना व दीन दयाल होम स्टे योजना के अन्तर्गत लाभार्थियों को वित्तीय वर्ष 2020-21 के प्रथम तिमाही (माह अप्रैल से माह जून 2020) के ऋण पर लिये जाने वाले ब्याज की प्रतिपूर्ति भी राज्य सरकार द्वारा सम्बन्धित जिलाधिकारियों के माध्यम से की जायेगी। इसका भी व्यय वहन मुख्यमंत्री राहत कोष से किया जा रहा है। पर्यटन विभाग द्वारा के अन्तर्गत लगने वाले पंजीकरण/नवीनीकरण शुल्क को एक वर्ष की अवधि के लिए समाप्त/शून्य किया गया है। इसके साथ ही परिवहन विभाग द्वारा उपलब्ध करायी गयी सूचना के आधार पर पर्यटन से जुड़े बस/टैक्सी/मैक्सी कैब/ऑटो रिक्शा/विक्रम/ई-रिक्शा में योजित लगभग 1,01,185 कार्मिकों की जिलेवार सूची परिवहन विभाग द्वारा जिलाधिकारी को प्रति कार्मिक रूपये 1,000/- की दर से वन टाईम आर्थिक सहायता डीबीटी के माध्यम से वितरित किये जाने हेतु उपलब्ध करायी जायेगी।उन्होंने बताया कि संस्कृति विभाग 6675 सूचीबद्ध कलाकारों की सूची सम्बन्धित जिलाधिकारी को उपलब्ध कराने के साथ ही प्रति कलाकार रूपये 1,000 की दर से वन टाईम आर्थिक सहायता डीबीटी के माध्यम से वितरित किये जाने हेतु उपलब्ध करायी जायेगी। जिसे जिलाधिकारी अपने स्तर से डी.बी.टी के माध्यम से सम्बन्धित कलाकारों को वितरित करेंगे।
उन्होंने यह भी जानकारी दी है कि जहां संभव हो, स्थानीय निकाय पर्यटन सम्बन्धी इकाईयों को अपने स्तर से।रजिस्ट्रेशन/Renewal शुल्क अथवा कर से एक साल तक राहत दिये जाने हेतु स्वतंत्र होंगे, जिस हेतु उनके द्वारा विधिसम्मत प्रक्रिया निर्धारित की जायेगी।
